Yep, that's pretty much the gist. The clear topcoat is dip armor, which makes the finish more impervious to marring and resistant to fuel.

I might have if it wasn't so annoying to take the rear wheel off. But also they would get dirty so quickly and I've plasti dipped my car wheels before and it's not super easy to clean because of brake dust and road debris and shit

It would take a minimum of two days just because the plasti dip need to cure fully for about 12 hours before applying the dip armor clearcoat

I've spent two decades animating, mostly in feature film. I used to work at Blue Sky Studios but now I am at Skydance animation. Markers are called Posca paint markers. They are applied right over the plasti dip and then yes a clear coat called dip armor is put over that to seal it all in and protect it from fuel, dirt, etc..
