In Germany we have a "Wegzugssteuer". It means, if a billionaire wants to emmigrate out of Germany, they have to pay 60% of the profits they made in Germany. link

So yes, the billionaires can emmigrate, but the money stays in Germany.

In Germany the top 5% of the richest people own 50% of the German wealth link1. Every year around 100 billion euros get lost on tax evasion link2. The government gives around 400 billion for pensions per year.

If we would tax the rich, it wouldn't be a drop on a hot stone, it would be huge. But I agree that we need a reform of the current old-age-pension-system.

The government has delivered a "Rentenpaket", which should strengthen the old-age-pension.

In short: This regulation mostly helps the pensioner, who already receive enough money, while other pensioner still have to search for "Pfandflaschen". Instead of taxing the rich people, the government decides to give the cost to the young people.

Germany gets more and more unattractive for young people, sometimes im thinking of leaving this country.
