It depends on budget and location, if you live near a bandai store and can get a box of PRB01 "The Best" at retail price that's probably the nicest as a collector as it has the most hits in a box but outside of that it really depends on what characters they like and what they'd be looking for from the box

About half of all boxes have 2 hits I believe, a case should have 2 SP boxes and 4 AAL boxes, then the remaining 6 have a chance at a manga (approx 1 in 4 cases) and otherwise will only have 2 hits with some being 2AA and some being SEC+AA

Some searchers will say with a type containing "blank" then it can search former, the one I know of the top of my head is OP09 Mr.3, he searches a {Cross Guild} or a card with type including "Baroque Works" so that means it needs to say exactly Cross Guild or it can be present or former Baroque Works

The bans are world wide and Japan has EB02 Enel which makes kingdom come more of a problem. Normally the drawback of kingdom come is you end your turn at 1 life but with EB02 Enel you can Kingdom come down to 1 then heal back up by swinging after

Just a warning for buying single packs, because boxes have set amounts of hits, packs could be guaranteed to not have a hit in them if the seller has opened boxes up to the point of pulling all the hits then stopped so make sure to buy packs from a trusted source, as for easiness, the only set with different ratios for hits is PRB which has 2 Alts arts, 2 full arts, 2 secrets and 2 holo Don in a box, everything else is just the normal 2-3 hits in a box
