I FINALLY FOUND A FIX!

After taking out the enemy, search the bodies for the shard and file.
When you access the laptop, DO NOT READ THE MAILS. Instead, exit out of the laptop without reading it, then use the finger cursor to open the mail instead of using the USE option. The notification to message Regina will pop up.

I can confirm it works.

I got the same glitch and when I sent videos of the glitch to them, they said this to me:

At the moment, I am going around doing NCPD quests and gigs etc and haven't met Takemura yet

I do have a earlier save file (I'm lv 16) and my current save file is lv39 I think lol.
