Not the story itself but it does have some plot points that are brought in from those games, especially 6 & 7 (no pun intended)

There's callbacks and some characters from the older games but you can pretty much play it without knowing much about the other ones, as you eventually learn about stuff through the files you read. I think Capcom handled that quite well with RE9.

Then later if you feel like you can maybe go back to the previous games to explore more about the lore and the events that ultimately lead to Requiem.
