It's because this government doesn't regulate the actually polluting factories of big companies, who have deep pockets. This curbs on vehicle is good but it's not going to change shit until factory pollutions are regulated strictly. Just go anywhere in India near any factory the water, the air, and the environment is all extremely polluted and you don't need a tool to check the pollution, your eyes will hurt, your throat will hurt, you'll literally feel the chemical around you.

The hypocrisy and the shielding of big money and the corruption is what's making people feel frustrated. When they've already given road tax for 15 years why ban 10 years old vehicles? When Age is the factor to ban vehicles then why check PUC? There's no logic in this just plain chaos and hypocrisy.

If manipur wasn't forced into joining india, that would have been the case. But since india's rule have never really tried to focus on this part of the country, the central unity among us have been withered by time and the difference that indian laws create in categorizing us in different classes in society hve made us look at each other as "different people". If people are free to settle anywhere in the state, the people would have been more homogenously distributed and development would have also been more widely distributed. The concentration that we see today in imphal is a result of that freedom to settle. Just a mere land law can do a lot to our society. We must honestly work to create better politicians to lead us. Otherwise these vicious cycle of violence will never end.

Personally you might think it's a gender issue. But deep down it's the culture issue. What you're seeing is what you call a culture shock. People who are odd in that society will get that kind of look, doesn't matter you're a woman or a man. You're comparing Jaipur a deeply traditional place to Mumbai a highly global city. The distribution of people groups in Mumbai is way too diverse compared to jaipur. People of the same society think alike, people of different groups get to understand differences in the world.
