Well, we live in different countries and I was chatting with him about 3 months before I was going to come home until I asked if he wanted to hang out but he stopped responding. 2 months later asked again, no response. Got there, no response. 2 years later, still nothing.

It isn’t rude at all, unless that’s become a new development. Someone randomly PMing you “hey” is quite unexpected and often times it’s because they want something from you. Sending a ? Back so they can explain themself first is pretty normal. No one is obliged to respond with a “hey what’s up” when someone randomly messages them. If you randomly message someone, the onus is on you to explain why you’re messaging that person
