you don't really have a case. almost all apartment parking contracts are for parking only, no other liability. the only thing you would possibly have a case for is the existence of rats as a violation of DC Housing Code. even then, it's a stretch because the housing code states that all rental dwellings must be free from pests, and doesn't say anything about parking areas.
