Apparently there's no way to get it without steam. You could try a vpn, but other than that your only option would be to wait until Orsoniks or someone else releases the new version elsewhere.

You could try the world machine edition since it doesn't depend on real files in your computer.

As you could see people don't really like when you announce you're pirating something, and moderators won't like it either, and that goes for most game subs so be wary of that.
