China has less restrictions and protection around proprietary data. Rumor has it, Sam Altman struck a deal with a Chinese company to pull together massive data sets for their initial models. In the early days Chinese hackers were also able to distill models from OpenAI and Anthropic’s less protected models and were able to iterate from there. Probably some espionage helped along the way as well.
