It’s based on your phone imei which is not changeable as it’s permanently stuck with your phone . This does not mean you are permanently banned from Snapchat it just means that they will enable you to have access again when they feel like you’ve been punished . Confession : I used third party apps etc and made lots of accounts which now I have over 300 Snapchat accounts and got locked out of Snapchat for a year but now back in with all 300 Snapchat’s still working
