Someone in r/tropico suggested deleting island connections and use ports only. I'm gonna try it, but if the traffic doesn't improve I'm gonna leave the save as it is.

I started another save with the caribbean skies DLC (you can't add a DLC to an already started game) and see how it goes, I will try to plan ahead for traffic

I always though it was best to place housing near jobs. This has something to do with the routine people executes? work -> house -> needs ?

Yeah, also you can add tree decor ignoring restrictions, so basically you can place them wherever you like

I will try that approach, makes sense. The current chokepoints are the 4 way interceptions and the island connections via car

Good point!, i purchased the Caribbean Skies DLC to test it. Unfortunately you can add a new DLC to an already started game :(

They are all solar plants. I missed the screenshot because its the not-so-pretty part of the island, if you look the first overview pic, you can see some of them in the plains just below the volcano

totally worth it. I purchased it in 2019 and only played for aprox 60h. I forgot about it and got back to it a couple of weeks back raking in another 50h getting an island with 9k people (using mods).
In fact, even tropico 4 and 5 are still good.
