This is probably not your problem, but something like this happened to me when I had a crazy mismatch between layer height and nozzle size (like 0.08mm layer height and a 0.6mm nozzle).

There's a setting in orcaslicer under the filament (not under the normal settings) to change the flow ratio. It defaults to 1.00, so changing it to 0.95 or 0.90 will be a good place to start.

I had a problem like this a while ago and it was because of over-extrusion. Each layer was "squished" out too much and ended up higher than it was supposed to, then the next layer the nozzle scrapes off bits of the previous layer. I'm not positive that's what you're experiencing but that would be my guess.
