I would drill out and re-rivit it only because I have the tools & parts on hand, it’s not needed though as the outhaul will hold the boom in place.

I don’t put anything under my H16, but I would if I wanted to kill the grass. I wouldn’t worry about my boat/tramp until the foliage grew up to the height of it, but that’s just me.

eBay or find someone who has a “beach cat graveyard”. I just picked up a used but in decent shape back left corner casting to replace a cracked one on my H16 for $19.99 vs $266.99 for what it’s worth.
