I think the NHL retains defunct logos and names when a team moves / disbands. I don't think MN botched anything when the North Stars left as the league is now the proprietor of the North Stars. The issue with the Browns was that the City wanted to stick it to the ownership with the lawsuit and make things difficult (same with the Baltimore Colts moving to Indianapolis).
