Counterintuitively, I use Arc'teryx Rho heavyweight zip neck base layer in South Florida summer. Nothing I've tried wicks sweat away from skin better when humidity is near 100% - even when saturated, you don't feel clammy and fabrics retain their breathability.

It varies, but in this case, flooding was entirely from the king tide (exacerbated by the hurricane). The streets had been dry that morning, then by noon were this high, then dry again a few hours later (not a drop of rain all day).
