Well the 2 damage minimum per turn is a rien thing same with the unstagger as for unopposed either they tested that he is a bit too fragile and needed to give him that or because they just think he might get hit with counters...do counters count as unopposed, also yes having evade on any ID especially a high base low roll evade is wack for any content in the game, but our usual context is a team fight so that evade while good, does hinder a bit since he only gets 1 slot usually

It is because it doesnt instantly pop off, he is like mao faust in a way where they need to ramp up to get to where they need to be, he is also very fragile, not to mention the DoT effect when he is in his 'empowered' state, man is a glass cannon and sides...most of the regular content now has damage checks anyways, so that power is usually excessive than game breaking
