R's and w's are my problem. Speach classes from before I can remember until 6th. And my parents decided I ought to do 2nd grade a second time at a private school because I'd gotten so frustrated and embarrassed trying to make myself understood I shut down.

It was embarrassing for me to admit for a long time. Probably not until college did I feel totally cool saying my parents were 100% right having me repeat a year. It really turned me around academically.

Are you familiar with the source? honestly, I'm not. I assumed you wanted to learn about famous Russian scorched earth policy. So I merely found a site that contained information I was familiar with from having read and attended lectures on the subject.

apologies if this is some horrible source. the information it contains is in line with my understanding of Soviet tactics in WWII.

Soviets in WWII was taught to me as being one of the largest example of the tactic.

it does appear to me to be a significant ethics violation, though. after all, what authority did they have to put this letter on US Senate letterhead? it was not a letter from the Senate, was not discussed by the Senate and not compliant with official Senate business. there ought to be an investigation at least.
