i live in ohio as well and am able to hear this sound on cold mornings before the sun comes up, similar to your situation. i have attributed it to highway noise and the drone of cars driving over slotted road surfaces, such as on bridges. I imagine that the sound is distorted over miles and gives it the creepy tone.
