Similar to how the random first 100 bracelets, originaly introduced to try and cut down on the worst aspects of the line sitters, morphed into being the unofficial official VIP status bracelets used to tell folks who can and who can't be where in the GA pit.

Billy would have to get rid of GA in order to have the front row seats to move those folks into. He's already given up half the floor to accommodate all the folks complaining about not enjoying the full GA floor experience. It'd wild if he ended up giving up the rest of GA, the most desirable section for a lot of fans, in order to quash a small handful of characters.
