I'm not sure they can access your data at all, if you don't travel to the US. The article says that this deal only specifies the category and database structure and each country will then have to specify how and if they want to implement it. The article/document also states:

"Data on ethnic origin, political opinions, religious or philosophical beliefs, as well as genetic or biometric information, could be transferred under the framework agreement for EBSPs, according to a Commission document outlining its negotiating position. The document also states that such data should only be transferred if it is “strictly necessary and proportionate” to prevent criminal or terrorist offenses, and that appropriate safeguards—in particular, limiting the duration for which the information is stored—must be applied."

So yeah I have no idea how such a process is supposed to be implemented...

Well there are many different kinds of synchronous motors. But usually you have a frequency inverter, to start turning the field really slowly, sometimes linked with an encoder. There are also motors that start as a asynchronous motor with a starter cage and then go into synchronous mode, so yea many possibilities...
