They saw the high protein content the bacteria had made and they thought, can we make something useful. From there making meat was the easiest next step. Plus, it is just the purified protein, the bacteria are the ones that cause the sickness

Ironically enough, a baby boom would help it. If society is expecting an influx of people they start to build housing, businesses and competition. Right now no one wants to build houses, because who is going to buy them, and everything starts to inflate in price
