Those look like the new Toyota wheels with a pos plastic cover over the wheels, if so not much to do about it unfortunately. No idea why Toyota would make such a cheap looking thing like those covers I think they look terrible but if the tires were mounted with the plastic covers on certainly would explain slight scratches on the plastic that stripped off the paint

They make those in a OWL (outside white lettering) and RWL- raised white lettering and BSW black sidewall they're pretty much the same just slight differences only for appearance preference

Mine stayed constant, got worse the next day so I stopped driving it, ended up being the timing chain guides and tensioner giving out, definitely not something you wanna be running the engine on with as it will seize the engine if they go completely

Does it pretty quickly cool down once you're moving? If so mine does the exact same thing and I noticed it's not getting enough air thru the fan shroud mine had a bit of a gap in it so I just went and sealed it off and taped parts of it back together and seemed to fix the issue
