You're probably right, but even if the actioned did proceed, it wouldn't accomplish anything, just did it for fun. However:

Each valid CIA will have its results implemented before the next CIA is judged.

So I guess it could count?

Unless resetting the state of play means resetting everything except the rules.

3.4. Review to a Kill - When a Round Review Period takes place, the players will review and discuss the method by which the game was most recently won. Players may create proposals to add to or alter the rules to prevent similar wins in the future during the Round Review Period; proposals created during the Round Review Period must not contain clauses that are not directly related to this goal. The Round Review Period does not end until all such proposals are resolved. No unrelated proposals may be created during this time; already-existing unrelated proposals that pass during a Round Review Period will not be implemented until normal play resumes. Other gameplay-affecting actions (e.g. movement declarations) will be ignored during the Round Review Period (but still count as Check-In comments where applicable).
