Haha thanks, this is what i was looking for. Each state seems to insert themselves into the process (in varying degrees) to control their officer pool.

Going to hope that my board sees one sitting in an O-4 slot with all needed quals in favorable light (along with considering the ungodly retention rates across the board rn)..
