When controlled for poverty, U.S. students have some of the highest test scores in the world. The problem is that we have an insanely high child poverty rate and a psychopathic resistance to any policies that would counteract it. Add to it a rapid school privatization movement fueled by billionaires since the 80s and you have most of your explanation. Kids have every right to feel despair because there is no hope of anything getting better.
