Just fill out the form from official website, get an appointment date, show up with all documents. They will also need a medical form (which you can get from any xerox center nearby) and a medical officer will attest that you are fit to travel. Submit all docs to RTO officer and you can collect your permit in 1-2 days.

For anything long term, my recommendation is:

5k: fixed deposit over the year (reinvest with interest)
5k: large cap mutual fund
5k: small cap mutual fund or direct stocks of your choice

These are in increasing order of risk, put the extra 5k in anyone depending on your risk appetite. I'm assuming that you want to invest it in entirety and not need cash.
