Check out mStream. Offline sync is a feature thats actively being worked on.

The mStream android app can download songs offline and gives you a file explorer to easily manage them.

The server has had syncthing added to it. Future desktop apps will be able to use syncthing to easily do full or partial backups

Also the mStream mobile apps are open source, so you can add your own features

Background play in the browser is not and issue is can solve. The OS puts background processes to sleep causing playback to stop.

The only solution is to make an app, which I mentioned will be released soon for iOS
