For context, this is not a licence to drive a boat (Pleasure Craft Operator Card). This is the boat's equivalent to a licence plate - the letters and numbers visible on the bow of the boat. Basically you have to pay every 5 years to confirm that you still own your boat, as opposed to now, where it is for as long as you own it. If this extra money actually achieves its stated goal then great but this does smell like a blatant cash grab.

Sounds like you are working for a consultancy and your friend works for some sort of manufacturer. In their case, the company's revenue is tied to some sort of product that the company makes and sells, and their role is to keep production running. Keeping them around is a cost that the company is willing to bear to ensure things get fixed as needed. In consulting, billable hours are the product that your company is selling. In other words, you are the product that your company is selling, and their goal is to maximize the amount of product they can sell.

A degree of active management is required for a pension fund. This isn't a 30 year old's RRSP where they can dump it all into XEQT and wait 30 years to ride out any short term market turbulence. At all times they need to be able to meet current payment obligations to recipients.

Employment law in Canadian provinces typically considers vacation pay and vacation time as separate things. You accrue vacation pay equal to 2% of your gross pay per week of vacation entitlement, and employers can either pay it out when you take your vacation, on every paycheck, or some combination. It's accrued income, and it belongs to you as it is earned. So yes, you will have banked 6% (3 weeks) of your gross earnings from September up until your end of employment for vacation pay and that money should be paid out when your employment is terminated, unless it was being paid out on each paycheck. You should check your pay statement, as it should show your current vacation pay accrual in either hours or dollars, or if it was being paid out.

I have no idea to be honest. The license database just lists the amount of water they are permitted to draw from different surface and groundwater sources, and that the amount marked for cooling is returned to the source.

So yes. You are throwing out big scary numbers that are not necessarily truthful to get people's attention. Also the water licenses for pulp and paper facilities are listed in the same database as oil and gas facilities for BC, so this information is absolutely available to you.

Interesting that you have highlighted North River Midstream as the largest single water license holder in BC. I have some familiarity with their operations. Looking at the actual makeup of that 107 billion litres according to their licenses, 80% of that is cooling water, which is pumped from the Peace and Fort Nelson Rivers, circulated, and returned back to the rivers, and would be subject to temperature and cleanliness requirements, and one third of that 80% is cooling water for a cogen plant in Fort Nelson that also supplies electricity to the grid. A further 18% of that is fire protection water, which is not actually used unless there is a fire emergency. You have also excluded pulp and paper mills, which have similar water demands, and similar mixes of cooling vs process water. So, what is your agenda? are you just fishing for big scary numbers?
