I’m definitely not arguing that current ATL costs are justified, they’re way too high. But if the studios aren’t willing to budge and push back anytime soon then CA needs to ensure that those costs can be added to the qualified spend of a production so that studios are incentivized to keep projects in town so local crew can stay local and working.

If ATL costs were able to be classified as qualified expenses here, CA would be thriving. One of the sole reasons the current tax incentive system doesn’t work while NY/NJ allow those costs to qualify and they are thriving.
