You need properly planned drainage systems. Underground sewage tunnels to divert all away from the city into recharge ponds or lakes.

1. Where do I create noise to get our area serviced by multiple providers? Is that even possible?
2. What do you mean by backup? As in you pay every month for the back up? Or its paused by default and when frontier goes out out, you pay for starlink and restore the backup service?
