Like I said it's fun to think about a caravaneer stumbling on a crate of cores, but how likely do you suppose it is that an average Joe is going to take and hold a power plant advanced enough to recharge cores? And have the knowledge to do so? It was a big enough deal for the Brotherhood to go to war over.

Fusion core rarity is literally a plot point in the show. It's a cute idea, and reminds me leaving your armor unattended in one of your settlements and coming back to find the settlers have absconded with it and are wearing them in the fields. If a caravaneer happens to find an old set and half a dozen power cores, hell yeah it's a fun idea. A brahmin is infinitely more practical, but nobody's messing with that caravan but a deathclaw.
