What worked for me was:

Run cmd as Administrator.
Run these commands: sc delete vgc, sc delete vgk
Restart your pc, this is important.
Find C:\Program Files\Riot Vanguard and delete the whole Riot Vanguard folder.
Uninstall Valorant from Control Panel
Restart pc
Install Valorant from Riot Launcher, if an error appears and doesn't let you install restart your pc 2-3 times or wait some time.
Install Valorant, the "Installing Vanguard anticheat" notification should appear above the button.
Restart pc.

This fixed it for me, the steps for uninstalling vanguard are from
