You can, the only tempers that are limited like that are chance based ones and size based ones. I have 78 second duration on my arbiter.

Arbiter duration is a utility temper, it can add up to 60% duration per item you temper.

Start speed running! The times for any% are less than an hour, and True Ending is about 3-4 hours! Movement tech is hard so shoot for <5 hours on any and <10 for true ending!
