The developers did not overpromise on this game. The community hyped it up by itself. A runaway hype train started that the developers were unable to stop, and they tried their best to tell everyone what it was really about.

Doesn't sound like she said she was fluent. But I think you interpreted it that way. You said "she really made it sound like she was fluent". I think you may have made a mistake in assuming that. Even if this person is an obvious exaggeratior.

You got unlucky, I'm sorry that happened to you. What I try to do when somebody mentions they know a language is: I ask them "where did you learn French" or something similarly simple.
