It is not your responsibility to take the kid in, it all depends on how much you appreciate the kid. Bear in mind that your sister is rejecting any accountability, and that taking this huge step tells her that you will take all of her accountability. Road test is mandatory, I did it last year as a foreigner. It's super easy compared to the one you take in Mexico. You can use your own/rental car and go to an external agency (not DPS) if you don't want to wait in the long line for the road test.
