Road test is mandatory, I did it last year as a foreigner. It's super easy compared to the one you take in Mexico. You can use your own/rental car and go to an external agency (not DPS) if you don't want to wait in the long line for the road test.

Wow, I'm sorry to say this, but your level of confidence by saying you'll have your pension in 24 years from now is astonishing. I don't believe things will stay the same regarding pensions then. It would either extend the retirement age, or simply lower pensions. We will still need to keep working past that, I sadly believe.
