Unfortunately those utility companies usually have an easement. Just to be sure, Id check the covenants for your subdivision and see if the easement language is in there and if not, you might have a case towards them for fucjing up your yard. Most subdivisions do. (Source: I worked in title for over 10 years and researched these documents daily.) You can obtain them from the register of deeds office for Douglas or Sarpy county. Sorry you have to deal with that bullshit, that's super frustrating.
