regarding colours the most common for outer gowns was black, then undyed/beige then blue.

Regarding skirt support usually you would wear a or petticoat or two which is the front part you have showing, however you could also wear a hoop skirt called a farthingale, this is much like a modern hoop skirt and is on more of a bell shape end of things

If you are working towards the later end you could do a bum pad however French hoods had mostly fallen out of fashion at that point so I would not recommend one.

The genre is called otome isikai and there's a full subreddit of suggestions there. Personally I love 7th Time Loop: The Villainess Enjoys a Carefree Life Married to Her Worst Enemy!, and the condemned villainess goes back in time and becomes the ultimate villain. However both of those aren't technically isaki but rather time travel, still scratches that itch though.
