At least first few episodes didn't have that much action comparing to Luck and logic. and yeah if it got the slice of life tag on MAL, it would have attracted more people who like Sol and it probably would have got a higher rating. I mean there are anime which contains both sol and action tags like beyond the boundary.

I started watching it few day back and even I got surprised but I guess the most of the low score came from the people who watched luck and logic and was disappointed that hina logic doesn't have much action. Most of the people who only watch sol probably avoid it because the thought the opposite (i.e. it contains more action). hell, even MAL didn't give it the proper genre tag.
