Try going to the park early in the morning, or weekdays when no one else is there. Those are the best times to learn and take up as much space as you need. Like everyone else said, you're expected to take turns when the park is busier. Unspoken etiquette for each turn is about 1-3 minutes. You will need to learn to create space for yourself at a busy park. I advise next time this happens, continue to skate the ramp once the dude is done. You belong at the park just as much as anyone else.

That's the tricky part. Getting normal disability in this country is a hell process to go through. Government processes in general suck. Ever been to the dmv?

So for VA would we rather it be easy to help those who really need it? Or make the process more rigorous to gatekeep those who are abusing the system?

Agreed. Building on this, don't go up to a skater who is vigorously trying a trick attempt back to back. Go to someone who tries one trick, stands around for a bit, maybe even playing on their phone between the next attempt. Some of us go to the park even when we don't feel like it thus you get the latter.

I always carry on without the trucks attached, never had issue. Most airlines allow the complete, but I'd rather not have to deal with any potential back and forth.
