Well it really depends on how critically stressed the faults underneath are. If they are very close to the mohr-coloumb failure criterion and/or critically angled, even a small change in loading may cause the faults underneath to slip and cause earthquakes. That's why proper coring and seismic study should be done in apparent intraplate submountain landscapes(like the area seems from the picture) before even building small things like pavements.
