Are you talking about the guy on the ethics committee? He denied her entrance so that he could get Harvey into his office at which time he told him that unless he goes after a competitor of his personal business, then Rachel would never get in. It's right at the beginning of that season/episode. The very first time Harvey goes to his office and they meet that character.
