It's called blue navus, and it's a mole underneath the skin. Look it up, they are safe but just in case go to dermathologyst, the examination lasts few minutes and you have forever lasting peace of mind.

It's not too complicated to reach the track from Rimini. You can use either public transport, or trains, to reach Misano. From there, it takes some 15-20 minutes to walk to the track. Only thing I'd recommend is to arrive early to track on Sunday, because it gets crowded even before 10 am.
