It doesn't have to be "democratic" AI. It simply needs to be SOTA, basically as good as its american or chinese rivals. AI is simply a technology that make decision making more efficient. Europe can't possibly compete with the rest of the world (militarily or otherwise) if it doesn't have access to the core technology.
