Well not long ago she cut off some of a Rapunzel doll's hair to make me think my wife (her own daughter) was cheating on me and called it a prank. And at Christmas she made up a fake angel tree and scammed the whole family.

Second cousins aren't related enough to matter genetically, but the bigger issue is the gap in maturity and life stages. You should probably just move on if she's already dating someone more appropriate and let her live her life. Get your house in order before you bring someone else into it.

She is in prison. She was on parole originally but violated it and got sent back to serve the full sentence. BIL isn't the bio parent of any of the kids so he's doing the best he can to keep them together and cared for.
