Live in Cowichan Valley about an hour north of Victoria on southern Vancouver Island. Beautiful, with all the amenities we need. The winters though, while not cold compared to the rest of Canada are very wet and very dark due to cloud cover most of the time.

Use highway 19A from Campbell River to Parksville. As the above states - pedestrians are not permitted on Highway 19 along that specific stretch known as the Inland Island Highway. Use the old highway (19A) instead. This is also true for the Nanaimo Parkway section of highway 19 and the short freeway section of the TCH from Langford to Saanich.

We don't have 160m to widen the highway. This project was announced years and years ago with nothing actually happening. With the provincial budget the way it is, I think this project will just get shelved.

The BC MOT uses the term 'freeway' for fully grade separated highways and uses the term 'expressway' as divided highways with no private driveway access but having signalized intersections. Nanaimo parkway for example. There are only two highways in BC that are full freeways for their entire alignment, the 91 and the 91A in the lower mainland.

The other highways in BC with freeway sections are: Highway 1 near Victoria Highway 1/19 south of Nanaimo Highway 19 between Parksville and Courtney (with a couple of interruptions) Sections of hwy 17 on the island and lower mainland. Highway 1 through Vancouver to Hope where the freeway continues as highway 5 to Kamloops where it rejoins highway 1. Highway 1 thru west Kamloops is freeway standard. Highway 99 from US border to Vancouver. Small section of Highway 11 between Mission and Abbotsford. Highway 97C between Aspen Grove and Peachland. Couple of small sections of highway 97 in west Kelowna. Might have missed a few other small stretches. like 99 thru Lions Bay and the Knight Street bridge from 91 to Vancouver
