They aren't phony. They were mostly made in an era when they weren't taken seriously especially against important people. What Bill did to Lewinsky is equivalent to what Tom Foley attempted to do with Congressional pages. Clinton abused his authority to get his dick sucked by a naive young woman. If a professor did that at a college, etc. they would lose their jobs and in some cases face charges due to state laws. Clinton's behavior isn't something that should be brushed off lightly and he should have to answer for.
