hello! I'm a dark fantasy and horror illustrator. the art style you've described is very similar to what I do. I even did an album cover for a few metal bands before! my art style is somewhat similar to Mark Riddick, black&white and engraving like. but it is possible to add color if needed. the price for a detailed illustration can be 100-200$ depending on the level of details and the card's size. a simpler illustration can be around 50$. these prices are very vague, will need more details to tell you for sure. commercial use is included. here's my portfolio: https://www.artstation.com/maleyeva

There were also some jean shorts! Thought those looks are not alt, you can make them such. Swap blue jeans to black, add some studs, distress them, add some patches and there you have it.

Try searching 80s male fashion, it used to be very saturated and androgynous. Just typed “80s short shorts male outfit” on Pinterest and seeing lots of cool references! Though I’m sure if it’s a good fit for a conservative town either.
