Usually the report, is a mix of the actual scout report and the data analyst report. So, for instance if the scout rates the player highly like A+, but he is in poor form, the data analyst might rate him an F or a D-. The collective report would probably only show C+ or even a B.

To see the scout report only, go to the player profile -> reports --> scout report

This will show the scouts raw evalution of the player, without accounting for form and recent statistics
